Eastern Monroe Public Library (EMPL) is the regional public library serving East Stroudsburg Borough.  The Library is located in a modern renovated facility at 1002 North Ninth Street, Stroud Township (Stroudsburg PA 18360).  A small branch library is also operated at the Foxmoor Village complex in Middle Smithfield Township just off Route 209 north.

EMPL is supported through an annual one mill real estate tax levy by Monroe County (initially approved by voter referendum in 1993), state appropriations and grants, and donations.  The Library District includes, in addition to East Stroudsburg Borough, Delaware Gap Borough, Hamilton Township, Jackson Township, Middle Smithfield Township, Pocono Township, Price Township, Smithfield Township, Stroudsburg Borough, and Stroud Township.  A nine-member Library Board of Directors is appointed by the governing bodies of the participating municipalities, and by the County Commissioners.  The Library service area is divided into four Voting Districts, with Voting District I including East Stroudsburg Borough, Hamilton Township, and Stroudsburg Borough.  Andrew Weingarten of Hamilton Township is currently serving a three-year term expiring Dec. 31, 2006 as Library Director from Voting District I.  For more information on the Eastern Monroe Public Library, contact the EMPL at 421-0800.
